Submerge corn husks in hot water. Broil peppers until skins blacken.
Once cooled, peel away the pepper skins, cut off tops & remove seeds. Cut into strips & set aside.
Whisk together broth, oil, chili powder, cumin & salt. Heat on med-low until steaming.
Place masa harina & baking powder in the bowl of a stand mixer.
Slowly add vegetable broth until a soft dough forms.
Spread the masa mixture onto a husk. Add a piece of cheese & a strip of pepper.
Fold the tamale & tie with a strip of husk. Steam for 1 hour and 15 minutes. Allow to cool.
