Preheat the oven to 425°F, and generously spray a large baking sheet with cooking spray.
In a large bowl, combine the potatoes, oil, garlic powder, onion powder, seasoned salt and paprika. Arrange the potatoes on the baking pan in a single layer.
Bake for 25 to 30 minutes then flip the potatoes and add the hot dogs to the pan. Cook for another 5 to 7 minutes until the potatoes are tender and the hot dogs begin to brown around the edges.

Sprinkle with cheese and return to the oven just long enough for the cheese to melt, about 3 to 4 minutes.
