Preheat the oven to 350°F. Coat a mini muffin pan with baking spray.
Stir together the pancake mix, sugar, eggs, oil, milk, and vanilla in a large bowl until just combined. Don’t overmix.
2 cups complete pancake mix, ¾ cup granulated sugar, 2 large eggs, ½ cup vegetable oil, ⅓ cup whole milk, 1 teaspoon vanilla extract
Fold in 1 cup of the mini chocolate chips.

Scoop the batter into the prepared muffin wells, filling each a little more than halfway. Sprinkle the remaining chocolate chips over the tops.

Bake for 12 to 14 minutes, until the tops are set and the edges are lightly golden brown.
Let the muffins cool before removing them from the pan.
Notes
Use complete pancake mix labeled “just add water.” Add the dry mix directly to the batter without preparing it according to the package directions.
A one-tablespoon scoop works well for filling most mini muffin pans. Since pan sizes vary, fill each well a little more than halfway.
To make regular-sized muffins, line a standard muffin pan with paper liners and fill each well about two-thirds full. Bake for 22 to 25 minutes, or until a toothpick inserted in the center comes out without wet batter.
Store cooled muffins in a covered container at room temperature for 1 to 2 days or in the refrigerator for 5 to 7 days. Freeze in an airtight container for up to 3 months.
