Crush the Oreo cookies into fine crumbs. Stir in the melted butter, then press into the bottom and sides of a 9-inch pie dish. Refrigerate while making the filling.
Beat the cream cheese until smooth. Add the peanut butter and mix until combined. Add the whipped topping and mix on low until blended. Spread into the crust and smooth with an offset spatula.

Place chocolate chips in a heat-safe bowl. Heat the heavy cream until steaming, pour over the chocolate, and let sit for 2 minutes. Stir until smooth. Cool about 5 minutes, then spread over the pie.

Top with chopped mini peanut butter cups, and refrigerate at least 4 hours (overnight is best).
