Mix together flour, sugar, salt & yeast. Set aside.
In a separate bowl, combine water, milk & butter. Heat to about 115ºF.
Combine the wet & dry ingredients with the egg. Mix until a dough forms. Add flour as needed.
Roll out dough & cover with softened butter. Sprinkle evenly with brown sugar & cinnamon.
Roll dough & cut into pieces. Allow dough to rise.
Bake until golden brown.
Mix together vanilla, powdered sugar & milk. Drizzle over the cinnamon rolls.
