Place cake mix, eggs, water, oil, peppermint extract, and vanilla in a large bowl.

Fill 24 cupcake liners 1/2 way full of batter, and bake at 350°F for 18-22 minutes.
Meanwhile, place powdered sugar, butter, peppermint extract, and milk in large bowl.
Use a hand mixer to mix until smooth.
Place mini candy canes in a food processor or plastic bag.
Pulse or crush to get small candy pieces. Frost the cooled cupcakes and sprinkle with candy candy pieces.
Enjoy chilled or at room temperature.
